Dr. Curtis F.J. Doebbler was born in 1961 in Buffalo, NY, USA. He has Dutch and American nationality, although he travels only on an American passport. He speaks and understands Dutch and English and has studied Italian, German, Arabic, Serbo-Croatian, Spanish, Russian, and French. His professional interests are in international human rights law, public international law, and comparative constitutional law.

Human Rights Legal Representation, Teaching or Consultation
Dr. Doebbler is always willing to consider human rights work. He has experience with cases before numerous international human rights bodies. He also has experience representing IGOs, governments, NGOs and private individuals in a variety of international contexts where international law is relevant.
Indigent individuals or others, may, by express agreement, be assisted free of charge. In any event, Dr. Doebbler is always willing to discuss your case or any human rights matter with you free of charge in the first instance.
Queries from individuals, law firms, universities, schools and organizations concerning teaching, research, guest lectures or representation in matters of human rights are welcome.
Dr. Doebbler's normal commercial rates start at two hundred ($250.00) United States dollars per hour. Dr. Doebbler choses the cases in which he represents individuals or groups based upon who contacts him and his own evaluation of the consequences of the case for the protection of human rights in general. If he is not able to represent you, he is always willing to try to recommend another competent human rights lawyer.

ACTIVITIES TO ENCOURAGE RESPECT FOR HUMAN RIGHTS:
1. Advising governments and non-governmental actors on issues of international human rights law, providing independent, impartial advice from the perspective of an international human rights lawyer, a profession for which he studied more than fifteen years at university level and in which he has more than fifteen years practical experience. To maintain his independence Dr. Doebbler has refused to accept any form of permanent employment with any government, although he has done short term consultancies for governments.
2. Teaching human rights to different groups of people--both governmental and non-governmental at both university level and community level.
3. Representing individuals who are referred to me and advise them on their human rights, often through other law offices. At the moment, Dr. Doebbler has both individual and group clients around the world, most of them are refugees or internally displaced people. Almost all of Dr. Doebbler's work for these individuals is on a pro bono basis. Dr. Doebbler's clients have included an estimated two and a half million internally displaced persons in Khartoum State, approximately 15,000 Ethiopian Refugees in Sudan, dozens of political activists in Sudan, the democratic Republic of Congo, Peru, and Afghanistan, and dozens of human rights defenders in numerous countries around the world.
4. Writing on issues of international human rights law and public international law--both print and electronic publications.

Visiting Professor, The University of Pristina, Kosovo during July 2005. Taught a course at Pristina University during the summer semester on international humanitarian law that was sponsored by the Pristina University and the ICRC in Kosovo.
Visiting Professor of Law, An-Najah National University, Nablus, Palestine from January 2005 to Present. Teaching International Human Rights Law to undergraduate students and International Criminal Law and Legal Research to graduate students. All courses are taught in Arabic and English. Also assisted the University with curriculum development proposals.
International Human Rights Lawyer, Legal Representative, and Consultant on Matters Involving International Human Rights Law and Public International Law from August 1988 to Present. Litigate cases before international bodies, including the Inter-American human rights bodies, the European human rights bodies, the African Commission on Human and Peoples’ Rights and various United Nations’ bodies. ‘Of Counsel’ on Matters of Constitutional Law and International Human Rights Law to the Law Office of Ghazi Suleiman in Khartoum, Sudan from September 1997 to May 2002. Provided advice on Sudanese constitutional law, international human rights law and public international law in cases before Sudanese courts and before international organizations. The Law Office of Ghazi Suleiman is the leading law firm in the area of human rights and public law in Sudan.
Advisor to the Advisory Council on Human Rights of the Ministry of Justice of the government of Sudan from August 1997 to July 1999. Advised the government on issues of international human rights law. The advice provided was from the prospective of an independent international lawyer and given on international human rights law and public international law applicable to Sudan in an attempt to achieve changes in government policies that would improve respect for human rights. Served as advisor to the National Constitutional Committee drafting the new Constitution (1998) of Sudan. Resigned effective 25 July 1999 due to departure from Sudan.
Visiting Professor, Khartoum University in Khartoum, Sudan from October 1997-November 1998. Lectured on international human rights law, public international law, American constitutional law and international economics in the Department Faculty of Political Science of the Faculty of Economics and Political Science. Resigned in protest of the university’s discriminatory policy prohibiting southern Sudanese students who refused to wear the religious required hijab to attend courses.
Legal Consultant to UNICEF Sudan from September to December 1997. Provided advice to UNICEF Sudan country office in Khartoum on how they may use the Convention on the Rights of the Child in their programming and in advocacy for children’s rights. Dismissed under controversial circumstances in which UNICEF acted contrary to contractual obligations and apparently under instructions from entities seeking to prevent my human rights activities in Sudan. This dismissal is currently being litigated before the United Nations Administrative Tribunal.
Visiting Professor, The University of Tuzla, Bosnia and Hercegovina from July to August 1996. Teaching a Course in the Tuzla University Summer School on international human rights law.
Teacher, London School of Economics and Political Science as holder of a Department of Law's teaching assistantship from October 1995 to September 1997 taught on and coordinated the postgraduate (LL.M.) course International Protection of Human Rights and taught undergraduate classes in public international law at the at London School of Economics and Political Science. From 1994 to 1996 coordinated and taught the Asylum and Law and Practice classes in the University of London LL.M. programme as part of the course on Comparative Immigration and Nationality Law at the School of African and Oriental Studies. Lectured on human rights at the Commonwealth Studies Institute, the London School of Hygiene and Tropical Medicine, and University College of the University of London; lectured and trained human rights workers in Minden, Germany; Padova, Italy; Baghdad, Iraq; Amman, Jordan; Tuzla, Bosnia and Hercegovina; and Khartoum, Sudan; and presented papers at conferences in the United Kingdom, Sudan, Iraq, Denmark and the United States. Advised the British government on the guidelines for dealing with unaccompanied children entering the UK. Left to live abroad because of partner’s posting in Sudan with the World Health Organization.
Consultant on humanitarian projects in the former Yugoslavia from March 1992 to June 1997. Assisted on refugee care projects, legal aid projects, the dissemination of information on international human rights and humanitarian law, human rights fact-finding and peace projects. From September 1993 to February 1994 represented a humanitarian organization donating a 12 million dollar hospital to East Mostar, Bosnia and Hercegovina which included organizing feasibility study, negotiating the cooperation of regional political leaders, local administrators, western governments, United Nations agencies and NGOs. In 1995 served as a local consultant to UNHCR in Mostar and to Medicines Sans Frontiers in Croatia and the Bihac region of Bosnia and Hercegovina. Gradually ended activities to be able to work in other areas.
Community Service Volunteer to the Adolescent Support Team of Islington Council, London, UK during 1994-1995. Provided legal advice and assistance to adolescents. Ended agreed term.
External Researcher Affiliated to the Peace Research Centre at Katholieke Universiteit Nijmegen in the Netherlands from 1991 to 1994. Researching policy development concerning reactions to humanitarian disasters. In 1991 and 1992, initiated and co-coordinated a multidisciplinary study of humanitarian conditions in Iraq after the Gulf war (the International Study Team) which reviewed nine sectors relating to the public health, economic and social condition of the population. In 1993, co-drafted a successful five million dollar proposal to establish a programme to study the effects of conflict on civilian populations that was funded by the Canadian government. Ended time-limited activities.
